Comforting work activities and student health: Proposal to optimize the municipal budget

Abstract

Introduction: Health care is a priority for achieving any of the Sustainable Development Goals (SDGs). Optimizing public procurement and internal control enables the financing of comforting work activities, strengthening student health, collaborative well-being, and sustainable municipal accountability.

Objective: To propose a budgetary control model to improve the perception of public value from the perspective of Peruvian students with labor functions.

Methods: Applied, quantitative, non-experimental, cross-sectional, descriptive, and propositional research. Population and sample: 70 student collaborators from a Peruvian institute. A survey and questionnaire were used, validated with Aiken’s coefficient >0.80 and Cronbach’s alpha >0.90.

Results: 44.3% rated the performance of teachers or coordinators as inadequate; the same percentage reported a lack of risk identification affecting activities; 37.1% indicated deficiencies in formats for controlling material delivery. Regarding satisfaction with public value, approximately half perceived insufficient financial support, and 40% considered cultural achievements through comforting activities poorly designed.

Conclusion: The proposed budget execution control improves satisfaction with public value according to experts (average score 43.3; applicability 96.22%). The design includes strengthening human resource management aligned with required profiles, risk management to prevent workplace accidents, interinstitutional coordination, control of material delivery, and actions to improve the institutional climate. These measures aim to promote student well-being and physical and mental health. Furthermore, a relationship exists between budgetary control, comforting work activities, and the strengthening of student health.
